Organizational Culture & Accountability Plan Consulting Services – 2025 – 2026

Organizational Culture & Accountability Plan Consulting Services – 2025 – 2026

Program Overview & Scoping Statement

CFRAC engaged the partner organization through a structured, multi-phase systems consulting process designed to move beyond traditional compliance models. The engagement focused on understanding how internal workflows, power dynamics, and external ecosystem relationships interact. By combining strategic future-mapping with low-risk operational testing, the process enabled staff across departments to actively build intersectional inquiry and anti-racist principles directly into core planning and public engagement routines.

Scoping Statement: The project team guided an external non-profit client through an organizational culture shift to adopt an intersectional, culturally safe, and trauma-informed approach. By analyzing internal practices and relational dynamics, the initiative aimed to build sustainable accountability structures and improve how the partner organization supports marginalized communities.

Key Activities

  • Relational & Contextual Mapping (Phase 1): Facilitating collaborative visual mapping sessions to identify ecosystem relationships, key external pressures, internal power dynamics, and marginalized voices that need to be centered in decision-making.
  • Three Horizons Strategic Framework (Phase 2): Guiding staff through structured inquiry to map current operational pain points (Horizon 1), envision an equitable future state (Horizon 3), and co-design transitional downstream, midstream, and upstream pathways (Horizon 2).
  • Minimum Viable System (MVS) Experiments (Phase 3): Co-designing and deploying small-scale, safe-to-fail operational pilots, such as integrating equity reflection prompts into annual operational planning, diversifying representation in public programming, and expanding public communication calendars.
  • Cross-Regional Stakeholder Consultations: Conducting qualitative interviews and broader research across regional network members to surface unique community realities and inform culturally safe, responsive organizational practices.

Learnings from the Project

Throughout the experimentation and consulting process, the team surfaced several core insights for embedding equity into daily operations: introducing equity frameworks at the earliest inception stage is essential, as late interventions lead to reactive planning and limited impact. When provided with reflective guiding questions rather than rigid mandates, staff demonstrate significant readiness and innovation in applying an intersectional lens to their workflows. Furthermore, running small-scale MVS experiments builds tangible momentum and organizational confidence for broader policy reform, while sustainable community engagement requires deliberate, non-transactional relationship-building over time.

Further Exploration

Following the project’s completion, the organization will apply these insights to build out its overarching Diversity, Equity, and Culture Accountability Plan. Future strategic steps include shifting from late-stage stakeholder reviews to early-invitation co-design models with community partners from project kickoff, as well as aligning governance and leadership structures through board matrix updates and equity-centered recruitment. The organization will also embed recurring equity checklists and evaluation rubrics into funding proposals and annual reporting dashboards, while distributing internal ownership through peer-learning cohorts and personalized professional development goals to avoid reliance on isolated equity champions.
